Also a big thing to consider here is that since like 2005 onwards, Gamefreak has given legendary/mythical Pokemon away as free gifts either via in-store downloads or online mystery gifts.

This is the first time they're locking new mythical/legendary Pokemon behind a paywall as far as I can recall.

What about the third versions of games where they offered you the same game with slightly altered story and new Pokemon?

Back then you couldnt even trade the Pokemon to your old game. Now you can trade to get new Pokemon without having the DLC. This is better than how they used to do things. They are making brand new content to go with the release of these Pokemon
