I'm gonna try to explain this one more time.

2% of US workers make minimum wage
47% are under 24 (students)
25% are part-time workers
75% work in the service industry. Every single person in this country who earns tips at their job gets counted as a minimum wage worker even though their income is well above that level.
36% live in the South compared to 16% in the North East meaning you're more likely to live in an area where the cost of living is also lower.

The number of people in this country who support themselves full-time on a minimum wage job is essentially zero. It's a non-issue that distracts from real ones like housing cost, public education, etc.

Reasonable 1br apartments should be affordable to any full-time minimum wage worker. And by affordable, I mean they can live there, pay all their bills and utilities, and still have some money for groceries, gas, and a little left over to save, invest or spend.

You are advocating for a value you can't even determine. If someone lives in a city where the government intentionally limits the supply of housing to drive up cost (as most do) why should an employer have to cover the cost of such increases? What is covered under bills? Why would I live in a less desirable area if my employer is responsible for covering all of my cost no matter where I live? What happens when everyone wants to live in Manhattan?

Rule #1 of any policy proposal: don't distort markets. Some of our biggest problems are the result of people trying to "fix" and issue.

The housing market in most US cities is over regulated. Zoning laws and price controls created this problem. Cities with the least regulation (like Houston) have the lowest housing cost.

To get a better idea of what the typical American is making you would want to look at median income. Then factor in our taxation system which is far more progressive than what you typically see in places like Europe and you find that only a few countries have higher incomes than the US does:

We're comparable to places like Norway and Switzerland while a typical person in the UK or France makes 10k less than their American counterpart! Wages are very high in the US.

So income isn't the main reason why many in the US struggle with housing cost even when they have a decent paying job. The truth is we have a massive housing shortage here, and the biggest shortages are in the urban areas that are creating the most jobs:

You can blame our ridiculous zoning laws for that. Local governments in these cities are intentionally limiting the supply of housing, mainly because it benefits current homeowners.

Problem with applying this to the US is that in many urban areas, especially the ones with the biggest homeless populations, housing is far from the cheapest option and in many cases not even available anyway.

The US has ridiculous zoning laws that purposely limit how much housing (affordable housing in particular) you can build.
