Large swathes of the USA have always been underdeveloped and ignored, which is what most people think a "3rd world country" is. The increased austerity and general corruption of the Trump era has lead to a sense of despair and decay that gives the impression that the country is failing.

The Japanese composer for Dragon Ball was a seasoned professional for a quarter of a century *before* helming Dragon Ball. Man scored Female Prisoner Scorpion's trilogy (not the fourth film, which sorta blows) and Goke: Body Snatcher From Hell. And Bruce Faulconer, from what I can tell, is a nobody, and remains one outside of Dragon Ball's English tracks. Its almost unfair to compare the two.

I think JP Goku's voice fits considering he's supposed to be a battle hungry dumb fuck with brain damage and not Superman like the dub turned him into.

Furthermore, the actress gives him an accent and speaking patterns which identifies him as basically an unintentionally rude country bumpkin from a specific part of the country. He's a silly redneck regional man-boy, and that's the Goku that the audience he was intended for fell in love with.

The English dubs don't really bother trying to capture anything like that, because they aren't really interested in the innate humor of the character and, perhaps accurately, don't think that such a character would be popular with their intended audience.
