The ending is definitely a lot that felt woah that's outta nowhere, I remember conflicting feelings and confusion about it when the game was finally localized and then again when brought state-side -- but I enjoyed it then! Very difficult to really discuss though but I enjoyed it a lot more in my Definitive Edition playthrough than my originals.

it keeps telling me I need to level up to do things

story missions in the barracks, there's BLADE missions on the bulletin board, and then other questings can be found on people around New LA, typically with the map

as well with whatever missions on the overworld map hexagons you can do like tyrants to kill or treasures to find or data probes to plant

you also gotta learn how to manage your miranium for some quests, it's the other feature of the gamepad map that chains together the data probes

Note that each enemy typically has a Common Steal and a Rare Steal - this boss included. In order to get the Rare Steal you need the thief ability Magpie, which is the Thief level 10 ability... soooo you'll have to quickly grind a thief to level 10 in the short time between bosses.

(yes you can steal both the Common and the Rare item during the same fight, just keep stealing until you get both, aka until the steal ability says the enemy has nothing)
