They totally can say screw you and back out. Youll have to sue them, and then sue them for what? Your damages (aforementioned fees) at most; its not worth it for you, and you wont do it.

lol in this sellers market, after the seller found out its worth more than this guy paid for?

If I was the seller, Id say okay cancel it and just relist it. Seller loses nothing but time; buyer loses out on everything (inspection fees, time, and whatever fees by the bank (like appraisal fees, credit fees, etc.)).

House appraised higher then I paid. There's only a few things broken that need repair. I'm talking a few k for everything, the water heaters just the most expensive thing. The tank is worrisome but I've been assured it doesn't need to be removed per city ordinance so they're just going to fill it and seal it instead.

Because thats how it works in literally every single big company and even the federal government. Your pay is dependent on cost of living.

Why not think about this from a different perspective:
Say you moved to bum fuck Alabama because low living costs. They pay you $80k, which is fantastic for the area. You know the company has offices in San Francisco, and theyll pay you $100k if you go there to adjust for cost of living, but you say no thanks because you like the low stress of living in nowheresville Alabama instead of CA.

All of a sudden, the employees that used to work in the CA branch, your coworkers, decide to just move to your neck of the woods, but no pay was adjusted; they continue to get paid $100k. How is that fair to you?
