According to the laws of the state he was in, a person who is over 16 years old (Kyle was 17) can carry a rifle or a shotgun (he had a rifle) as long as its barrel is over a certain length (Kyle's barrel was of the proper length) as long as he isn't using it to hunt without authorization.

He was carrying his weapon legally.

I'm like 20 or so hours in and the story is interesting, but I'm still not quite sure what is going on. They tell you what the deal is at like the 10 hour mark but you get sidetracked by a big ugly asshole for another 10 hours.

Still though, I'm intrigued by what's going on and excited to continue
