That looks suspiciously like some Microsoft Excel novice typed in a formula that concatenates the first letter of the text in the column next to the highlighted column and the string, ``orth Carolina''. I imagine the bloke typed something akin to ``=concatenate(left([*]3,1),"orth Carolina)'', where [*] denotes the name of the column next to the highlighted column. Here, the user has complained about Excel not doing what he has commanded it to do, even though it is the user --- not the program --- who is to blame for the erroneous output, as is the case with most, if not all computer programming languages. Of course, the caption indicates that the Flash-Fill function of Microsoft Excel was used, which suggests that the error cannot be completely attributed to the user, since such a function requires very little manual input on the user's behalf. This being said, his inexpertise is still ostensible given that he must resort to the Flash-Fill function to fulfill such a trivial task as filling in state-names in one column from state-name abbreviations in another. Although, it is possible that the user merely wished to ridicule a new functionality of the latest version of Microsoft Excel by pointing out its short-comings; his skill level in the program would be completely irrelevant to this endeavor, in this case.

Precisely my thoughts. If clicking on the button does not increment any visible counter of any sort, then why include it at all? Though, I presume the YouTube lot must still collect and sell data, I suppose. Even so, I assume most of the YouTube userbase uses the like-dislike feature of the video database website mostly because they want their opinion on a given video to be heard, without expending much effort. If this assumption is correct, then I foresee the dislike button disappearing sometime in the future, because the removal of the visible dislike-counter negates most of the point in clicking on the button in question.
