I guess Im picturing if you buy a $500k house with the million, since it was bought with that million, it doesnt contain the penalty. so if your house is a $500k appraised house, youll never get above $250k if you sell. buying something worth $100 will now cost $200 for you, and only you. also if you invest or gamble the 1mil, your return will only be worth half what it normally would be. ONLY the 1 mil will be valued at full worth. This is an irreversible consequence.
