Gift cards and PayPal won't add state taxes as long as the account has the right state to avoid it, but something like a bank Visa debit card will follow the state taxes on the card. Zeus posted... Given that I barely game, I tend to avoid flash sales altogether now. It's much worse to buy digital games you aren't playing than it is to buy physical games since at least you can sell the physical. Even if I don't end up playing all my purchases myself, I have my account shared with family (and right now with Gamechamp as well while he plays The Last of Us on PS4).
