I was trying to come up with a plan to take my family of 4 to Disneyland for two days, with upgraded Park Hopper tickets, the shorter line deal, and food (no souvenirs per the rules) and then use the the rest of the money to buy up reserved tickets to reduce the crowds. But I quickly realized that even the full $75,000-worth of (reserved but unused) tickets wouldnt even make a dent in the crowds.

This is incorrect. Both US Senate races on the ballot this Tuesday are top-two primaries and both will appear on the general election ballot in November. The relevant CA law, AB 1495, explicitly requires both a primary election and a general election to determine the the new senator.

This exact thing happened only two years ago with Alex Padilla, the only difference being that the appointed senator currently in the seat, Laphonza Butler, isn't running for election while Padilla did.

This is a special election. Electoral votes have nothing to do with it. Its not even a typical Senate race (theres that one too, but it is just a primary).

Right, the Democrats are splitting the vote. All undecided Rs will go to Garvey. The undecided Ds may continue to split among 3 candidates.

Republican Steve Garvey is currently in the lead. Everyones talking about the top two primary, but we have a SEPARATE election for the remainder of Feinsteins term, with the same slate of candidates. Whoever wins will take the seat, and the Democrats are splitting the vote. Garvey could actually win and be our senator until next January.
