To summarize it:
The hypest moment in the first major tournament was when the Korean player, who didn't lose a single round, almost lost a round but survived because the time ran out.
Basically, there are so many crippling problems in which once you reach about 45 seconds on the timer (half the game time) then there's no chance of a comeback if you're down. Other issues are BS combos and glitches that make certain characters do high damage with dumb and easy mix ups.
And then Paul Phoenix is lowest tier.
