In the former, Algus sounds like a raving lunatic (way too many exclamation marks). It comes off as two people yelling at each other and trying to "out-loud" each other.

In the latter, Argath (ugh) actually sounds like someone who believes he's better than common folk. His delivery has no exclamation points. He comes off as someone who isn't trying to counter-yell Milleuda, but rather making a statement of fact to her. It completely changes the dynamic and makes the scene that much better.

So it isn't just a grammatical issue. The latter is actually better at conveying Argath's contempt whereas the former makes Algus sound more like a raving idiot.
