GC I think was helped along by two things. First, it was actually comparable hardware to its direct competitors, so it had many more multiplatform releases than, say, N64 or Wii. Second, it was the only time we had the combination of disc media + Nintendo in last place, meaning games were typically discounted much more deeply than on other Nintendo consoles.
The handheld numbers really tell the story we all know already. They were always pretty popular, thus the low averages compared to the consoles; tons of people bought the system and only one or two games, where the consoles were less popular so only the more dedicated users even owned one. Then the DS exploded and 3DS HAS NO GAEMS. But it's getting better and looks like it has a bright future so that number should go up.
