It's more powerful than it should be, yeah. The idea is that this isn't the person "normally", and that they can change. Unlike people who "normally" are totally warped. (normally as in once emotional disturbance taken out and calm reason possible). The change idea doesn't sound too convincing BUT... with modern medicine it isn't so far fetched.

As long as people take their medication, depending what it is, you can change people's personalities quite drastically. Lithium, mood stabilizers, antipsychotics... even someone that ISN'T crazy, you can really take the spunk out of someone if you want to.

Think of the movie with the gun kung-fu (forgot the name damnit) but society was drugged to be always happy and not need emotional stimulation from art / music. It's actually plausible.
So being evil when emotional makes some sense with modern medicine, because you can remove a good deal of emotion from a person. as odd as that sounds.

If you know anything about mental instituitions you can recognize the power of medicine keeping down the most crazy messed people :P
