Playable Snow Elves could make plenty of sense; all you need is one tribe to have survived this whole time in a remote location and not have become the monstrosities the other Falmer have.

Yeah, but they'd have to write a ton of dialogue, and voice it too.
Doubt a single NPC wouldn't react strongly seeing a civilized Falmer.
