One more factoid.
13 episodes doesn't quite put either Community or P&R at 88 episodes, a good number for network syndication, which they do not have yet that we know of (Comedy Central's deal doesn't count). I highly doubt they're only going to be renewed for only that amount for that reason alone. It doesn't make a lot of sense financially to squash it just short of that point.
For reference, Community would need 17, P&R would need 20.
Edit: That doesn't mean that NBC can't order just 13 on the front-end and keep their fate open for the spring. Doesn't typically happen that way, but I don't think there is anything to stop them from doing it either.
