Worst as in most pathetic is Mike Dawson, and it isn't close.
Worst as in character I like the least... I'm going to go with Lazlo from Suikoden 4. Just a silent protagonist, but being sandwiched between three good main characters in Suikoden 3, and an actual effective silent protagonist in 5 just kills him for me.
