Amon could easily be a descendant of Ty Lee, but that wouldn't give him any special powers or anything.
But it does seem like the only chi blockers in existence are the Equalists. They have special secret training camps just for Equalists, and you don't see any chi blockers anywhere else. Of course, just like with the metal bending police force, this doesn't mean they're the ONLY ones in existence.
