That's like picking Kog Maw with a Leona Support; you're basically gibbing yourself. Jungle Alistar is something you pick when you have High CC or high damage in Top Lane and you can just camp it over and over.
For instance: When my team picks Riven I always jungle Alistar. Always. Level 2 First Blood is guaranteed. She's aggro from level 1 anyways. The second she hits level 2 I headbbutt, she stuns, I pop, she QQQ, Ignite, First Blood. It never fails. Even if the enemy is playing safe they can't stop it because I can just flash headbutt/pulverize and there's nothing they can do to stop it.
If you're first picking a jungle Alistar make sure to tell your top laner what the plan is. Mid Lane champs all have enough burst to kill so it doesn't matter. Bottom Lane has 2 people so the kill is pretty easy anyways. Top Lane is the lane that works best with Ali.
If you get an Early Oracles on Jungle Alistar, your top lane wins 99% of the time simply because the enemy top laner can't do ANYTHING. You can freeze the lane in the middle and the enemy can't move an inch because Headbutt Pulverize is a retarded combo that leaves you stunned and immobile for 2.5 seconds.
