Pretty sure you all know this but
Johto was originally supposed to have a story arc revolving around Celebi, but it was canned in favor of giving it a major role in the fourth movie. That's why the GS ball (Which contains Celebi) fell off the face of the earth, and why Johto is remembered for having tons of filler.
