Bad ending is when the villain wins. When the villain loses, but the conflict results in dire consequences to the heroes/world, that would be closer to tragic. Haven't played FF6, but from what I know of the story, I'd say it's either tragic or bittersweet (with a lot more emphasis on the bitter, obviously).
