Raise the blinds just slightly, then peak out the side
Then stand back up and go about your business, stopping every once in awhile to peak out the side of the blinds, like you don't know they're raised at all.
If you catch him looking again, you can just blame it all on him being a perv since he looked past your impenetrable defenses.
