It would. It really, really would.
One glitch in the system may be that Jeff wouldn't trust Shelly if he put Rachel up. He thinks Shelly may take the opportunity to get rid of Rachel. And vice versa if he puts up Shelly. He discussed this tonight. He may side with putting up Adam, since he doesn't think anyone would care to flip on them just to get rid of Adam (I didn't hear him talking about putting up Adam though, which is good in this case).
But, I also think Jeff would put up Rachel, simply because he doesn't have a good alliance with her compared to Shelly/Adam. So losing her wouldn't kill him, whereas losing Adam/Shelly might hurt him more.
Of course, all of this comes down to Saturday afternoon. Who wins the veto? Pray to god it's Dani.
