The kaiser problem isnt when he has flash up, or even after he has flash. Its when he doesnt have it at all. He doesnt have the ability to gap close, meaning good teams will kite him around all day long. And seeing as he needs to build DPS to not be worthless, hes just a bit tankier than your average champion. This tankiness doesnt help him with closing that gap that he needs to make a clone of a squishy.
This is a fair point, actually. I'd counter that kaiser crippling one of the solos is what lessens this issue, but it's sort of an unrelated thing. Really, the way to alleviate this issue is simply to have a team that can dismantle kiters if you're picking kaiser, which is to say that's a flaw he has. I don't think it's as huge as you do though - even the best players make several mistakes across a game, and Kaiser punishes each mistake incredibly hard so you can get around it.
