I guess what I meant is that I expected dynamic events to be more like... Everyone's just questing in the area and its like "oh no zombies/huge dragon/orcs/whatever are attacking the town, better go help kill them". But that dragon seemed a bit difficult with all the different roles you have to play (manning the cannons, killing the bone walls, killing the random exploding guys, dpsing the dragon directly, etc). A bunch of random players who happen to the be in the same area don't seem very suited to work together that intricately.
