Doing some basic comparisons from MGS2 screenshots I can find, I'll agree that the picture seems to have brighter colors, but there's really nothing to say that that isn't something adjusted on the TV's screen.
Basically, we need to see two pictures of a few of the same scenes (a couple tanker, a couple Big Shell) side-by-side, either captured or taken on the same television before anybody can make a fair judgment here.
