It's a throw back to Golden Age Superman, where he was essentially a socialist defender of the people. You have to remember, in the new continuity, Ma and Pa Kent died before they could really guide how Clark used his powers, so he's still going to be very unsure of himself now, even if he doesn't show it with the cocky face he puts on. He doesn't know his limits, or when he's taking it to far. I'm a big fan of it, and look forward to the 28th when we see what he acts like in modern times. Remember, Action an JL take place in the past for now, where Superman is at most in his early 20s, so we only have one book showcasing his modern self (other than his various minor cameos already announced in books like Supergirl and Swamp Thing).
