I think it's fine as is. I wouldn't want it to last any longer than it does now. It's supposed to be risky last ditch effort, not something you rely on every match.
I dunno, that video with Gief and Lili didn't convince me. Like I think even if you killed Lili you are dead by the time the next character comes out. I don't want it to be a crutch mechanic like XF, but it's kinda useless right now. Maybe leave the Pandora user with 25% life after it's over, or a lower amount if the user started with less.
