There's no reason to have any pairing from FF8, considering that it has perhaps the weakest cast of the modern FF games.
Probably outdoes IX, XII, and XIII. Squall would crush any character from any of those games (sans Vivi and Lightning, but he'd still win easily), and after that, it's all a push.
So it's probably in the upper half, in fact!
But Squall being really strong is good enough.
