The actual historical Liu Bei and Cao Cao that fought in China were major figures of their time, but their portrayal in Dynasty Warriors (and even in Romance of the Three Kingdoms, which the game is based on) is fictionalized to a large extent. They have very exaggerated personalities.
And BSUAJG is a futuristic RPG. So yeah, also heavily fictionalized.
I sill maintain if BSUAJG was a game that got published like for real i.e like came out at Gamestop/on steam and people paid to play it like most other games and had at least SOME connection to the mainstream he'd allow it. As it is its just SO obscure and only gaining traction because of the rules change.
