I'd consider Kasumi, but I don't think she's returning in ME3 (I haven't kept up with news). Are they even introducing new party members? I know there's that one awful dude, but other than him.
Confirmed characters are Tali, Garrus, Ashley/Kaiden, and a new guy, I think his name is Josh or something. It's kind of annoying that 90% of ME2 was assembling the ultimate squad of specialists who could cover every possible role and then not one of them is returning except the ones already in ME1, but eh.
