Asking a low level team not in initiate a team fight the second someone pokes is nearly impossible. They just swing at the first thing they see. Kanz the attack speed from Wit's and the bonus damage are why it's superior for Leona. More attack speed means more slow procs. The bonus damage and Magic Resist are just icing on a really solid cake full of CC.
