Wait, when did this happen? That sounds like the type of thing that would happen in one of those non-canon movies, if even then. There's plenty of timehax going on in the DBZ universe--faster-than-light travel and the hyperbolic time chamber and all of that. I certainly don't remember any time stopping, and I'm pretty sure that it wouldn't matter one bit.
There was that dude in the Ginyu Force who could freeze time.
