Though all the powers of Lord Foul, he suffers from a bad bad bad effect: antagonist. That means, he was already defeated, by the protagonist of his series.
And villains do tell more than actions.
Yusuke has reborn, became the lord of the underworld, and is the protagonist. That gives him a +10 Will when he's losing. (because he will start losing, given all the powers of Lord).

However, there is another side to the protagonist/antagonist duality, which is that a truly great hero must suffer defeat before he can overcome a great adversity. Lord Foul certainly qualifies as great adversity, and his plans tend to create defeat after defeat for his foes until the very end. Is Yusuke a great hero? I don't know, but according to your post I assume he must be, and thus I submit to you that good story telling dictates that in this, their first meeting, Yusuke is obligated to lose in order to further his own character arc. Lord Foul thus wins the day
