Basil Hawkins (One Piece) - This seems a little hokey; does he do much more than prognostication?
I only know what I've heard and seen in the Anime. I know the Manga is a good bit further than the Anime and may explain things but I don't want to look as I don't want to be spoiled for anything.

I'm on the fence with both Bayonetta characters as well. Having magical ability or being classified as a witch doesn't really mean much. Like with the Sephiroth example... simply possessing the ability but never using it will disqualify you. Anyone want to comment?
Don't really know them, but based on that I wouldn't put Seph in.
