This series of contests is kinda designed to find the best person doing that role. Ryu Hayabusa and Jack Sparrow are clearly what they are; they accurately represent. If a character that doesn't even cast a spell wins a Mage themed contest... not exactly fitting.
While I wouldn't allow anyone in that doesn't actually cast spells, there's no way this won't boil down to a popularity contest.
