Part of me feels like Quistis shouldn't be in this one. I know she's technically a blue mage because of her limit break, but nothing about her actual character has anything to do with magic in any way.
I had the exact same initial reaction when I saw her on the list, but I figured her Blue Mage status was what got her in as well. She is pretty much a whip user that can use enemy skills.
