Dude what are you talking about. Tolarian Academy is a very powerful card, but it's not even in the top 10 strongest cards, and certainly not "widely regarded" as the strongest card ever made.
And the Morphling comment was already addressed.
In terms of within the block? No, Tolarian Academy was one of the most broken cards in the game.
