Actually, the original idea was that Raiden would use stealth, at least when it was being developed by Kojima Productions. Where they wanted it to be different was that Raiden would be far more agile and faster than Snake, so you would use offensive stealth instead of the more defensive style of usual Metal Gear games. Where the guards used to be the hunters, they would be the prey -- I think that was an example they actually used. It sounded great, but I guess it ran into development hell, so they turned to Platinum Games and dropped the stealth aspect. But, hey, over the top action and gore woo.
....Dammit, that does sound way better. Now I'm a bit disappointed as well. Still, I figured from the beginning it wouldn't be anything that deep. Honestly I wasn't expecting this, but Metal Gear Solid infused with Devil May Cry sounds pretty awesome. Hopefully it will be.
