Yosuke is awesome. He's enthusiastic, but still human and relatable. He had a lot of great moments, like fighting with the MC in his max social link, and every time he acts all homophobic around Kanji.
Aigis is hilarious, because she's obviously made of good stuff (how else would she get a Persona unless she had some humanity to her?) and she spends the whole game learning how to be a human.
Teddie grows a lot, but never feels too heavy. He's consistently comic relief.
Kanji... honestly, he gets a lot of brownie points for being gay/whatever. He's got a weird bizarre voice, but it works because these are still cartoon characters.
Yukari has the advantage of having a lot to deal with. Ikutsuki doctors the only remaining footage of her dad to make it look like he is directly responsible for what she has to go through. She is kind of the canon pairing for the MC. She is basically the only character in that game full of cardboard cutouts with any depth of emotion that's communicated convincingly.
Rise has a slightly annoying voice when she's in character as Risette, but everything else is awesome.
Junpei is pretty fantastic. He's pretty much the only thing that keeps the pace of Persona 3 going, which is nice. He's only tangentially related to the plot (they threw in "hey my dad drinks and hits me" around 80% of the way in and literally NEVER make any mention of where he comes from before or since) and I think that's most of my problem with him. He's always there, but that's just it. He's just... there. He's got that thing with Chidori, but again, that was just him on an island with Chidori. I think if the cast of P3 actually did anything together he'd be #1, but they're a bunch of loners, so his ranking suffers.
Chie. I love her chutzpa. Dis b**** be FIERCE.
Yukiko is also pretty cute, and she and Chie are a pretty awesome duo just because they're so different.
Naoto is all right. I'm kind of concerned that she doesn't understand that the mystery in her social link is just her Grandpa playing with her.
Fuuka is blandtacular, but not particularly offensive. I see a good bit of my past self in her, so I've got a little bit of a soft spot for her. I like her subplot with that one girl who is a jerk to her until she eventually gives up because Fuuka overpowered her meanness with her niceness. She's really shy and quiet, but she's so nice :3
Ken... Man, I dunno. I like him. Mostly his voice. OH, CRAP!

Mitsuru has probably the single worst moment of voice acting in the entire game when her dad gets shot in front of her. Message to all actors: If you can't cry, don't cry. Problem solved. There are better ways to handle that than trying to have an emotional response and failing. Even before that, is there anything to like about Mitsuru? She's just kind of a meanie-head. The only reason she's above Akihiko is that she starts to show some vulnerability in her social link that makes her look like a human and not a robot.
Akihiko......... he's just there. He traded in his personality points for willingness-to-train points.
Shinjiro is the worst. He doesn't ever say anything except to tell you to leave him alone. Akihiko tries a couple times to get him to join, and he says "pfft, no" each time... until he suddenly does. He never speaks a word to anyone but they all act like he's their best friend. And then out of nowhere he gives a huge speech and dies for Ken, which is totally out-of-character. All you people with moist panties over Shinjiro are out of your minds.
