Sure you can create matter. You smash particles together, and in some cases more mass comes out of the scattering event than went into it. That's what they do at CERN and all of the other particle accelerators.

How energy got to be here in the first place, however, is definitely a mystery.

Also, a black hole is just an object dense enough so that it's radius is less than 2GM/c^2.
