People are against seatbelt and helmet laws because it is entirely beyond the right of a government to make such laws. If you have a government of free people, the only legitimate laws are those that govern your dealings with others. Rules that you have to follow even if you don't interact with another human in any way are suitable only for slaves. Seatbelt and Helmet laws do not create an enslaved people, but any government willing to enact such laws is willing to enact any other law they find convenient.

The intent doesn't matter. The fact is it IS the government overreaching. I'm not saying they're bad laws, but he does have a valid point that you can't ignore - The government stepping in and telling you how to be when it doesn't involve others sets a bad precedent.
