Conspiracy theory. This was done solely to create the impression that Orton is more important/popular than he actually is. By announcing the availability of the refunds, they imply that a lot of people only paid to see Orton, but in reality they likely knew this wasn't the case and that nobody would ask for one.
Or to prove how undeserving Bryan is of the title because a guy currently not in the main event not being on the card is having people take refunds

I think the WWE would have to officially end after that, though. Like, either have a continuity reboot or shut down for good. There's just no way you follow that up; you pretty much have to play a credit roll after that.
