Yeah I didn't really watch WM or anything, I just kinda automatically assume it "should be" one of the better PPVs and I recall the card looking pretty decent too. I remember mixed reactions to HHH/Taker but yeah.
It's all the fluff that hurts it.
Hypothetically, if you fast-forward through it down to the important stuff:
Rey vs. Cody
Orton vs. Punk
Edge vs. ADR
Trips vs. Undertaker
Miz vs. Cena (whatever, it kinda has to stay)
Then you've got something roughly equal to Summerslam, probably right below it on the ranking.
The problem is that that stuff in its entirety with all the video package/entrances/post-match frills intact, takes up roughly 2 hours of a 4-hour show.
The other half of WM was abysmal.
