Being on a break I feel is pretty clear what it means. You're allowed to see and date other people in that time.
Ross: "I thought the relationship was dead."
Rachel: "You had a hell of a time at the funeral."
Rachel's point is irrelevant. He thought they were done, or at least on hiatus. Either way they weren't dating or together so there's no reason why he shouldn't be shunned for having sex.
But what makes it even worse against Rachel is him being drunk when he did so. I guess I felt he wouldn't have gone in if he weren't drunkl but maybe that doesnt matter as much
