I would love to see the exeggutor defense force type an actual reason why the palm tree with stoned eggs deserves to be higher (on the list, not on his drug of choice). But unfortunately his "fans" are too busy chowing down on taco bell in the middle of the night, and i wager, unable to process complete thoughts. Superior speed and Special Attack. Sunny Day/Solarbeam/Psychic/Toxic or something. With Sunny Day in play, a full speed Starmie doesn't even stand a chance.
