It is required that you are actively searching for a job, though the enforcement could be better. Coverage also doesn't last nearly 99 weeks, at least in my state. And on that note, it's also not handled by the federal government or payed with by income tax dollars at all.
But no, this is something a presidential candidate should focus on, mostly because people have no idea how it works.
