Anyways I found a character named Koishi that could manipulate minds, but she doesn't really strike me as scum really. I don't know if this is a productive use of time though.
Koishi is Satori's sister. She technically has the same mind reading power, but basically sealed it because she saw how negatively people responded to Satori's mind reading. While her spellcards are psychology-based (references to the Id, Superego, Rorschack tests or whatever those are called and my favorite Touhou spellcard of all time, Youkai Polygraph), I don't think she really manipulates minds. She mostly interacts with her pets, which the player never meets. Satori's pets Utsuho and Orin caused and tried to make aware (respectively) the incident of that game, after Utsuho gained powers. Koishi then went to the source of those powers to try and get powers for her pets as well (the source being the mountain gods from the previous game). I did consider her as a suspect. She's an important but often overlooked character, but I personally Reisen is a much better fit
