Well it's not all THAT weird considering it's the product of an attempt at racial and gender diversity.

You gotta get a black kid, a Hispanic kid, and an Asian kid in there for racial diversity. And you need one of them to be a girl for some gender diversity. Asian women are less intimidating to white males than black women or Hispanic women, so we get an Asian girl, a black guy, and a Hispanic guy.

Then we need a white boy and a white girl, because the audience is majority white so they're seen as "normal" racially and thus need to represent both genders. But the three non-white characters all have dark hair, so we have to make the white kids have light hair. But we don't want them to have the SAME hair color because then they'd look too similar and people might get them confused or think they were related, so we need a blonde and a ginger. Blonde girls are more marketable, so the girl is the blonde and the guy is stuck being ginger.

Give a group of 90's TV execs the task of creating a cast of five kids with racial and gender diversity and 9 times out of 10 you will get this configuration.
