He probably did it because he didn't want to discriminate between afghans and americans because of how ****ed up our foreign relations are with them right now.

Panetta: Okay, I need to go to Afghanistan to talk to the troops... but they will most definitely shoot me on sight, so we need to have them disarmed
Government: But that's illegal, we can't just make them take their guns away
Panetta: Hmmm, okay then, how about we create a big incident a couple of days before I go there that will make the US public think that our relations with Afghanistan are only bad right now when really they have been bad for the last 10+ years, and then we can use the excuse that we actually care about Afghans to disarm our troops.
Government: Perfect! The US public will just think we're trying to be considerate and sensitive to the Afghans or some **** like that LOL
Panetta: LOL! Gonna wear a bp vest though just in case.
